As Forças Armadas em apoio à proteção em caso de catástrofe

Abstract

No território nacional ocorrem com alguma frequência situações de catástrofe, detendo as Forças Armadas um papel fundamental na redução do seu impacto. Neste trabalho pretendemos investigar o apoio prestado à proteção civil, em cooperação com outros agentes de proteção civil, no apoio à catástrofe. O percurso metodológico seguido no trabalho integra pesquisa bibliográfica e documental, recorrendo a fontes como a Autoridade Nacional de Proteção Civil, Ramos das Forças Armadas, bem como dados de entrevistas. Foi nosso objetivo analisar o enquadramento legislativo e normativo nacional, levantar as capacidades das Forças Armadas para apoio em caso de catástrofe, e identificar a incorporação de lições identificadas. A investigação conclui que as Forças Armadas podem melhorar o seu contributo, reunindo as lições identificadas em todas as ações de apoio à proteção civil, decorrentes de exercícios ou de situações reais, para que na ocorrência de uma catástrofe a vida das populações retorne à normalidade. Abstract: With some frequency occurs in Portugal disaster situations, maintaining the military a key role reducing that impact. With this work we intend to investigate the support given to civil protection, in cooperation with other civil protection agents, in support of a catastrophe. The methodological approach followed consisted in bibliographic and documentary research, the use of sources such as the National Civil Protection Authority and Armed Forces, as well as interviews. Our objective was to analyze the legal framework and national regulations, Armed Forces’ capacities needed in support of a disaster reduction and identifying the lessons learned incorporated. The research concluded that Armed Forces can contribute in a better way, gathering the lessons identified with all actions in support of civil protection, resulting either from exercises or real situations, so can people’s life return to normality in a similar future catastrophe situation.
