A resposta do Conselho de Segurança das Nações Unidas à crise síria: obstáculos à paz

Abstract

Este trabalho fornece ações estratégicas que buscam mitigar os obstáculos à tomada de decisão do Conselho de Segurança da Organização das Nações Unidas (CSNU), na tentativa de solucionar o conflito na Síria. Para tanto, elaborou-se uma matriz SWOT (Strengths, Weaknesses, Opportunities, Threats) cruzada, por ser uma excelente ferramenta que sistematiza as mais significativas Potencialidades e Vulnerabilidades no âmbito interno, assim como as principais Oportunidades e Ameaças externas, com implicações para o CSNU no referido conflito. O trabalho procura, ainda, investigar a atuação do CSNU durante o conflito, e os motivos da ineficácia das resoluções implementadas. Ao analisar as resoluções, os projetos de resoluções, bem como os registos textuais das reuniões do CSNU, no período de 2011 a 2018, a pesquisa revela as causas pelas quais o órgão não conseguiu dar uma resposta decisiva ao conflito, condicionado às divergências de interesses entre seus membros permanentes. Por último, a investigação analisa também, quais são os interesses dos membros permanentes do CSNU na Síria e como esses interesses impactaram nas decisões desse órgão da Organização das Nações Unidas (ONU), que é o principal responsável pela manutenção da paz e da segurança internacionais.

This research provides strategic actions that seek to mitigate the obstacles to decision making by the United Nations Security Council (UNSC), in an attempt to resolve conflict in Syria. To this purpose, a crossover SWOT (Strengths, Weaknesses, Opportunities, Threats) matrix was created, as it is an excellent tool that systematizes the most significant internally Potentialities and Vulnerabilities, as well as the main external Opportunities and Threats, with implications for the UNSC in that conflict. The research also seeks to investigate the role of the UNSC during the conflict, and the causes for the ineffectiveness of the resolutions implemented. By analyzing the UNSC resolutions, the draft resolutions, as well as the textual records of the UNSC meetings, from 2011 to 2018, the research reveals the causes why the UNSC failed to provide a decisive response to the conflict, conditioned to the divergent interests among its permanent members. Finally, the research also analyzes, what are the interests of UNSC permanent members in Syria and how these interests have impacted on the decisions of this UN office, which is primarily responsible for keeping international peace and security.
