Contributos para uma análise da geoestratégia marítima de Portugal

Abstract

O presente trabalho tem como objeto de investigação a geoestratégia marítima de Portugal, tendo especialmente em conta a área Euro-Atlântica e os acontecimentos da última década. Neste contexto, propõe-se analisar o papel da Marinha Portuguesa e o seu contributo estratégico face à atual conjuntura da geoestratégia marítima nacional. Para a sua realização, a metodologia seguida baseia-se num raciocínio dedutivo, recorrendo a uma estratégia qualitativa, tendo como desenho de pesquisa o estudo de caso. A técnica de recolha de dados assenta numa abrangente pesquisa documental. A análise proposta inicia-se pela caracterização do atual ambiente geoestratégico marítimo no contexto internacional, considerando as perspetivas da NATO e UE, seguindose a identificação das constantes e linhas de força da geoestratégia marítima nacional. A sistematização destes fatores, externos e internos, permite inferir seis ideias estratégicas, em torno das quais são desenvolvidos os contributos estratégicos da Marinha, para potenciar o uso do Mar, no quadro anteriormente analisado. As conclusões deste trabalho permitem afirmar que a Marinha Portuguesa desempenha um papel central na afirmação de Portugal no mar e no espaço Euro-atlântico, como garante da soberania e jurisdição no vastíssimo espaço marítimo nacional, com responsabilidades acrescidas pela possibilidade de alargamento desse espaço.

This academic research paper focuses in the “Portuguese maritime geostrategy”, taking into account the Euro-Atlantic area and the events of the last decade. In this context, it is proposed to analyse the role of the Portuguese Navy and its strategic contribution considering the current conjuncture of the national maritime geostrategy. For the development of this work, the methodology followed is based on deductive reasoning, combined with a qualitative strategy and a case study research design. The data collection technique is based on a comprehensive documentary research. The analysis conducted begins with the characterization of the current maritime geostrategic environment in the international context, considering NATO and EU perspectives, followed by the identification of the constants and strengths of the national maritime geostrategy. The systematization of these external and internal factors makes it possible to infer six strategic ideas, around which the Navy’s strategic contributions, to enhance the use of the Sea, are developed. The conclusions of this paper allow us to affirm that the Portuguese Navy plays a central role in the affirmation of Portugal at sea and in the Euro-Atlantic area, as a guarantor of sovereignty and jurisdiction in the wide national maritime space, with added responsibilities by the possibility of enlarging this space.
