A Realidade do Apoio Social na Força Aérea. Perspetivas de Futuro

Abstract

Esta investigação pretende verificar se o serviço prestado pelo sistema de apoio social da Força Aérea (FA) corresponde às expetativas dos seus beneficiários e identificar os fatores que motivam os pedidos de apoio social dos militares. Recorrendo a um raciocínio hipotético-dedutivo e a uma estratégia de investigação quantitativa, concluiu-se que os militares estão parcialmente satisfeitos com o serviço prestado pelos órgãos da FA que intervêm diretamente neste apoio. O ponto forte do sistema está relacionado com o serviço de proximidade, garantido pelos Gabinetes e Delegados de ação social espalhados pelas Unidades. As vulnerabilidades identificadas no serviço estão relacionadas com o reduzido efetivo destes órgãos e a falta de conhecimentos técnicos dos seus elementos. Também carece de algum investimento humano a atualização dos protocolos sociais para “aproximar” os benefícios resultantes deles às necessidades da “Família militar”. Esta, por sua vez, continua a exigir do sistema de apoio social um esforço acrescido na procura do equilíbrio entre os interesses individuais dos militares e os objetivos da organização, por forma a minimizar o impacto negativo na missão da FA. Abstract: This research work intends to verify if the service provided by the Air Force social support system corresponds to the expectations of its beneficiaries and to identify the most frequent factors that drive military to motivate requests for social support. On the basis of the hypothetical-deductive reasoning and quantitative research strategy, it is concluded that the military is partly satisfied with the service provided by the Air Force organs that intervene directly in this support. Results demonstrate that the main strength of the system is related to the proximity service, guaranteed by the Offices and Delegates of social action spread by the several existing Units. The vulnerabilities identified in the service are related to the lack of effective workers of these organs and to their need of technical knowledge. On the other hand, social protocols should be updated to guarantee the similarity between the resulting benefits and the needs of “military family”. It seems necessary to demand an added effort to the social support system to take in consideration both the individual interests of the military and the organization's objectives, in order to minimize negative impacts on the Air Force mission.
